If wishes came true easily, that would make them a lot less impressive. Whether you believe in some divine act of the goddess or in the ordinary efforts of people, a heavy wish is going to require some hard work.
(And in Claude's case, he definitely believes in the latter,)
Some of us have big wishes with heavy prices already. (Like himself,) We should expect at least that much from this place.
