I agree. The problem is, getting all those people to act and think together is like herding a bunch of cats. We need to think of a way to make it more organized if we have this kind of tragedy happen again. I can't stand and see that kind of chaos in front of me.

Where to step in and where to guide... how to make others follow is difficult to discern and difficult to do.
It's much easier to do in an army where soldiers are trained to follow certain orders, I'm afraid.
